
Newham Markets Policy & Strategy Review
The Council value its markets and how they actively contribute to supporting community wealth building by providing opportunities for existing and new traders. Our markets are vibrant as places for social interaction, as well as ones for commerce that positively support the offer and vitality of the high streets on which they’re located.
What and why
We’re in the process of commissioning an independent review of our existing market policies to ensure that they are relevant and fit for purpose to support the management and operation of Newham's markets. If there are any proposed changes to policies, these will be based on the requirements of traders and the council as the operator and/or licencing authority, and supported by best practice case studies from other similar markets.
Alongside this, the council would like to develop an overarching strategy for all of the markets, supported by specific ones for our two largest ones: Queen’s Market and Stratford markets (indoor and outdoor). Currently there is no strategy in place for any of Newham’s markets and the council wants to clearly define the focus and purpose for each market. The final strategy documents will help to support the introduction of an additional set of operational and management standards over and above existing legislation, policies and licence conditions.
Engagement and co-design
We want traders, residents and local businesses neighbouring our markets to help us and the consultancy team develop a strong set of policies and new strategy documents for our markets.
Through a series of engagement workshops we want to work with traders, shoppers and local businesses to co-design the policies and strategies needed to make our markets successful and fit for purpose. This approach we will allow us to work collaboratively to find and agree the best solutions that will help to ensure the long term future of our markets for generation to come.

Research and Engagement
The consultancy team will commence the research and pre-engagement surveys with key stakeholders in preparation for co-design workshops in commencing in June.
