
Proposed Main Modifications to the Newham Local Plan 2026 – 2042
Newham's Local Plan was submitted for examination in July 2025. Following examination hearings held between December 2025 and February 2026, the Inspector identified a series of Main Modifications required to ensure the Plan meets the tests of legal compliance and soundness.
The Council therefore consulted on these Proposed Main Modifications to the Newham Local Plan. They were put forward without prejudice to the Inspector’s final conclusion which will take into account all representations received during the consultation.
The consultation on the Proposed Main Modifications ran from Tuesday 26 May 2026 to Tuesday 7 July 2026. Please note that comments received after the 7 July cannot be accepted.
Phases
Inspector's Report and adoption by Council
Following the consultation period, the representations made on the Main Modifications consultation will be forwarded to the Inspector for consideration, along with the Council's response.
Once the Inspector has reviewed the comments, he will issue a report for the Council setting out conclusions and recommendations. It will respond to the main issues of soundness and legal compliance, taking into account the representations made but without responding to each of them.
Responses to the Main Modifications consultation, the Council's responses and the Inspector's final report will be able to view on the examination page. Following receipt of the report, the Local Plan will be taken to full Council for adoption.
