We are pleased to notify you that The London Borough of Newham’s (LBN) Development Team has now submitted a hybrid planning application to the Newham Council to develop the land at Leyes Road, E16. The hybrid application includes a detailed component for the development of 116 new London Affordable Rent homes (Use Class C3) and associated landscaping, and an outline component for the development of a new Special Educational Needs (SEN) school (Use Class F1(a)).


The final design, which has been submitted, is the outcome of pre-application discussions and consultation with stakeholders and the local community. The feedback received has been used to refine and develop the detailed proposals.


In response to the feedback received, several design changes have been made including:


·        The pathway along the west of the site will be widened by one metre to improve this pathway for all users and residents.

·        Introduction of ground duplex units with front gardens along the western pathway to encourage activity and improve safety.

·        Omission of vehicle access on site.

·        Change from four buildings to two buildings to maximize land use.

·        Improved landscaping throughout to improve biodiversity and create high quality green spaces for new residents.


The local community will have an opportunity to review the submitted plans and reports and submit comments directly to Newham Council in response to the planning application, once it has been validated and assigned a unique reference number.


We will update this website with the planning reference number and details of how to submit your comments directly to the Council, as soon as this information is available.


Newham Council is bringing forward the site at Leyes Road, south of Royal Road, to deliver a new Special Educational Needs (SEN) school and affordable homes as part of the Council’s ‘Affordable Homes for Newham’ programme. We have been working with a team of architects to design a proposal that compliments and enhances the existing area.

A new Special Educational Needs School for Newham

There is insufficient provision for pupils in Newham with Autistic Spectrum Disorder (ASD) needs, particularly for secondary school age children. Current provisions are already operating at capacity, with more pupils having to attend out of borough schools due to a lack of suitable spaces.

The proposed new SEN school has capacity for up to 105 pupils from nursery through Key Stage 5 (aged from 5-19 years old). The new school will be located on the eastern two-thirds of the site at Leyes Road and could include new indoor and outdoor teaching areas, a kitchen garden, a Multi-Use Games Area (MUGA), and outdoor play areas including a water sensory garden, play equipment, and social spaces. 


Delivering 120 affordable homes

Newham, like many London boroughs has a large demand for housing, which far outweighs supply – there are currently 31,000 applicants on the housing register in Newham, with 5,500 households currently living in Temporary Accommodation. The Council is tackling this housing crisis through an ambitious council house building programme, with a target set by the Mayor of Newham to deliver 1,500 new homes by 2026.

It was determined that the remaining one-third of the site at Leyes Road is not needed for further educational facilities, and it is proposed that this part of the site be allocated for 100% London Affordable Rent homes. 

Four new residential buildings will be located on the western one-third of the site. These four buildings will seek to provide up to 120 high quality new London Affordable Rent homes for Newham residents, 40% of which will be much needed family homes (three and four bedrooms). All new homes will be for local people on Newham’s housing register. The proposed buildings are positioned around a central courtyard, with outdoor communal areas, food growing areas, and open play space.
