Newham's Draft Budget 2026/27: Creating the pathway to financial sustainability and delivering a Fairer Newham

Newham Council announces Breakthrough Budget to deliver financial sustainability and a Fairer Newham

This is Newham Council’s Draft Budget 2026/27: Creating the pathway to financial sustainability and delivering a Fairer Newham

Key headlines are:

  • Borough exits emergency financial support ahead of schedule as 2026/27 Draft Budget highlights no need for Exceptional Financial Support and forecasts a surplus of £13m and £15m respectively for the 2027/28 and 2028/29 years based on Provisional Local Government Financial Settlement published by government last week.
  • Council Tax kept low with proposals to set Council Tax at 4.99%, inclusive of the social care levy, representing the lowest in outer London and at least the 6th lowest of the 32 boroughs in the capital.
  • Weekly food waste collection: £2.4 million invested over two years to roll out the service borough-wide.
  • Transformed Adults and Children's Services: investment and efficiency improvements to support for residents who need it most.
  • Smarter use of buildings: savings from reduced office space, reinvested into frontline services.

We are seeking the views of residents up until Monday 2 February 2026.  Any views we receive will be shared with Mayor Rokhsana Fiaz OBE and her Cabinet, alongside Council officers as they prepare the final budget.  The proposed final budget will be presented to Cabinet on Tuesday 17 February 2026 and then to Full Council, who are responsible for setting a balanced budget each year, on Thursday 26 February 2026.

Earlier in 2025 the Council published the full range of budget options presented to members by officers.  We asked residents their views on those options.  You can read a report on residents’ views below and read how members responded to those views in the draft Budget.
