Have Your Say on Newham’s Plans for Council Homes (2026–2030)

Newham Council is planning how it looks after and improves council homes over the next four years.

We want to hear your views before decisions are finalised.


Why we are consulting you

Newham manages over 24,000 council homes, many of them older buildings that need major investment. We also face:

  • Stronger building and fire safety laws
  • New requirements to act faster on damp and mould
  • The need to make homes warmer and cheaper to heat
  • Limited funding, meaning we must prioritise carefully

This consultation is about how the Council should prioritise investment and how residents should be involved.


What the strategy is aiming to do

Between 2026 and 2030, the Council’s Asset Management Strategy will focus on:

1. Keeping people safe

  • Fire safety and building safety, especially in high‑rise blocks
  • Meeting all legal safety requirements
  • Tackling serious hazards quickly

2. Tackling damp and mould

  • Preventing damp and mould, not just fixing the symptoms
  • Faster responses, in line with Awaab’s Law
  • Extra focus on homes with repeat problems or vulnerable residents

3. Improving the condition of homes

  • Replacing old kitchens, bathrooms, windows, roofs and electrics
  • Improving lifts, communal areas and estate environments
  • Making adaptations for residents with disabilities or mobility needs

4. Making homes warmer and cheaper to run

  • Better insulation, windows and doors
  • Heating upgrades and energy‑efficiency improvements
  • Working towards EPC C for all homes by 2030

5. Being fair, open and evidence‑based

  • Using up‑to‑date surveys and inspections to decide priorities
  • Putting safety and legal duties first
  • Being clear when money limits mean work cannot happen immediately


How decisions will be made

Because funding is limited, the Council will prioritise in this order:

  1. Safety and legal compliance
  2. Essential repairs to keep homes decent
  3. Other improvements where affordable

All decisions will be reviewed regularly and explained clearly to residents.


How you can be involved

Residents will be involved:

  • Before works – sharing views on priorities and plans
  • During works – receiving clear updates and having a named contact
  • After works – giving feedback on quality and service

Ways to get involved include surveys, estate meetings, Tenant & Resident Associations, and online updates.
