
SEND and Inclusion Strategy 2023-28
Following co-production workshops with over 300 stakeholders across Newham, we have now drafted our SEND & Inclusion Strategy 2023-2028.
The SEND and Inclusion Strategy has been informed by:
- Our local area partnership self-evaluation
- Ofsted/CQC local area inspection feedback (December 21)
- Our Newham SEND Commission Report
- Co-production workshops held from November 22- May 23
The strategy outlines how we plan to further develop the SEND system to improve outcomes for children and young people by focusing on five priority areas from early intervention to preparation for adulthood.

Phases
Statutory Consultation Survey
Following our coproduction workshops with children, families and professionals across health, social care and education we have produced a draft SEND and Inclusion Strategy for the next five years. The strategy focuses on the five key priorities that will improve the local SEND system and outcomes for outcomes for children and young people with SEND.
These priorities areas are outlined below;
Priority 1: Strengthening early identification and early intervention pathways.
Priority 2: Building robust partnership data and intelligence to enable effective joint commissioning, meeting the unique needs of our children and young people.
Priority 3: Enhancing access to high-quality specialist support and capacity-building services for all schools and settings, promoting inclusive practices.
Priority 4: Preparing children and young people for adulthood and independence.
Priority 5: Co-producing local services with children, young people, families, and the professionals who support them.
We are committed to working in partnership to ensure we create the conditions for all our children and young people to thrive. To achieve this, we are now embarking on a statutory consultation process, seeking the perspectives and ideas of our residents and stakeholders.
We invite all who are interested to respond and give your views on the draft strategy. It is vital that we capture the breadth of views across our local area, ensuring our strategy resonates with the needs and aspirations of our entire community so that together, we can forge a brighter future for every child and young person in Newham.
The Consultation Survey will be open for 6 weeks from Friday 16th June to Friday 28th July 2023.
