Observation:

Thankfully most of the the priority areas has been identified and proposed on the budget, however its not detailed enough for me to understand whether all key necessities of these areas been addressed or not. As post Covid-19 pandemic, many priorities of our community has shifted ( for example, in Education, more effort is required to address the needs of our SEN children's. In policing, more effort is needed to tackle Knife crime. In Health and Social Care, more help is needed to tackle Mental Health issues. etc) it is vital that, this new necessities are addressed on the budget.

Question:

  1. Three years budget setting is a good strategy, but how credible the starting year 2019, as the whole world has changed post Covid-19 pandemic, that is post 2020.
  2. why not revise the three years budget starting from 2022, with extensive consultation with the residence and business community, based on the actual spent of 2020/21.
  3. Can you guarantee that, with the efficiency savings, no existing front line services will be cut and the new challenges will be addressed.
