Low traffic neighbourhoods

I’m not against the scheme however I feel that a better option would be to allow residents access to all existing roads allowing them to do so via number plate recognition technology which already exists, this will cut down pollution and allow emergency vehicles to still access the roads. Then restrict access to non residents and fine them if they enter the restricted roads, this will cut down through traffic.
