Litter Bins & Planters- On Third Avenue & surrounding roads off Romford Road

Third Avenue off Romford Road is a vibrant road with many facilities and represents Manor Park. However it is neglected and is a hot spot for Fly tipping, and littering. Currently there are no bins flower beds or planters on Third Avenue.
My proposal is to have more bins flower beds and planters on Third Avenue and the surround area, with signage to educate and deter Fly tipping and information about how to properly discard waste. Fourth Avenue, Rabbits road Junction used to have flower pots outside the Old Library, this also need to be brought back.
