Extend our high street into the Moore Walk arches & in front of the Youth Zone

Who owns the arches next to Moore Walk? Is it still Network Rail, or The Arch Company? Or the paved area in front of the Youth Zone - is it Newham? As suggested by someone else during the Newham High Street scheme, this would be a great place to have a night/food market. It is along the high street, but the far lesser used end. It is a way of expanding our high street, in anticipation of the huge population swell once we have 11 multi-storey blocks within a 2-minute walk of Forest Gate train station. [See Appendix 2 at page 11 of https://drive.google.com/file/d/1UwzoIapK_uujMOfnB3aQ_jmKLu3o8_BE/view?usp=sharing.] It is well-located, being directly opposite Wanstead Park station and near bus stops, and access (via Little Chestnut Avenue) from the affluent 'Forest Gate Village' area.

This paved area is wasted as a dead space between the steps to the Youth Zone and the recycling bins. Sometimes the Youth Zone members sit on the steps. It would be great to add some proper seating, better and more attractive lighting, possibly an outdoor performance area, for them and the general community. The arches could be cool and atmospheric, but again are wasted as merely a through route.
