Concern with Draft Proposal

From "Woodgrange and Capel Low Traffic Neighbourhood"

Hello,

I have reviewed the Woodgrange and Capel Low Traffic Neighbourhood Draft Proposal and have the following concerns:

  1. These modal filters you propose to put in place, diverts traffic to Centre Road and Woodgrange Road - two roads already experiencing traffic congestion. The area between Forest Lane/Forest Gate and Woodgrange is a highly problematic area where there are always incidents happening. This will only worsen the problem by diverting more traffic here.
  2. There is no indication or measure of what "cleaner air" looks like - you are just moving air pollution from one area to another?
  3. This proposal will not deter those who need to drive/want to drive in and out of the area, therefore will only increase air pollution due to increased driving times due to your new proposed measures.
  4. This may reduce driving from those who don't drive frequently but I imagine this will just increase deliveries - groceries/takeaways/parcels etc. so effectively increasing in-flowing traffic into the neighbourhood. Different cars, no change in pollution levels.
  5. I know there is a big drive to create LTNs and promote walking/cycling but this really penalises residents with disabilities, health issues and those who need to drive for work.

Suggestions for improvement:

  1. There are better measures you can put in place to reduce traffic such as making every other road a "no entry" between Clement Road - Sebert Road. This one-way system will help reduce congestion on Woodgrange Road. Or make Balmoral Road a one-way system.
  2. Allow residents affected by these measures exemption permits to drive through these modal filters. It is unfair that the residents should be impacted as a result of potential in-flow of "traffic" from non-residents
  3. There are better traffic calming measures such as effective speed bumps and speed cameras that can be used for road safety.

This new proposal just seems problematic. To this day (I have been living in this area since 2008), I have never seen any congestion on Balmoral Road or Capel Road - both areas where these proposed enforcements are coming. And where I have seen congestion i.e. Woodgrange Road and Centre Road is exactly where the council proposes traffic is diverted to. We can all benefit from cleaner air, low traffic and safer roads but this proposal completely misses the mark on addressing any of these issues. It just sounds like the council is trying to address one issue but creating several others in the process.
